do i have to send the application and the supplements at the same time?

You should but I think you can also send them in separately...

nope you dont have to... i didnt.

If the supplement part of the application is something that you are responsible for ex: essays, short answer questions, supplements to the common app to be filled out by the student, then yes they are all due during the application deadline and should not be sent in spearately. If you are applying to schools with a drop dead date as far as their deadline is concerned, your incomplete application may not be considered.

If you are talking about supplements (teacher eval, GC recs, Transcripts) they are usually not sent with your application but mailed out by the person supplying the information,. Check your college website to find out the due date and give your recommenders a gentle reminder that they are due.
