Common App Recommendation letter 'Invited', 'Not started'

Hello, I am a CA community College student and transferring this year.
I asked one of my instructors to write me a recommendation letter for me and he said he will.
After the deadline (March 1st), he sent me an email today (March 3rd) that he submitted his recommendation letter, however, I still see ‘Invited’ and ‘Not started’ status now.
Is it because of the system process that takes some time to be updated as ‘submitted’?

Or, I actually sent him a new recommendation letter request on March 29th because he had an error with the common application link (He said it is temporarily disabled). And maybe he submitted the recommendation letter with older common app link? Would this happen? I don’t really understand how it works, so if anyone knows, please let me know!

Feb 28th :
I tried to respond via the link provided, but it is temporarily disabled. I messaged the University to re-send… In the meantime, I will be away all week at a mandatory conference, but I will try again tomorrow evening.

March 3rd :
I have submitted your recommendation with letter via the common application system…

He said he messaged the University to re-send on Feb 28th, and I am not sure what he meant by this. And on March 3rd, he said he submitted the recommendation letter with letter via the common application system.
Did he mean that he submitted the recommendation with letter to the link that he asked for to the University to re-send?

I would like to ask college confidential because he does not check his email often, and he is not teaching this quarter…
Please advise.

If you are a college student right now are you sure you are suppose to use the common app? I thought the common app was for first-time freshmen.
