Cornell's financial aid page says the student needs to send a non-filing statement along with the parents' 2010 tax returns, but in the forms page, the link for the student non-filing statement is not linked to anything. So how would I go about sending this statement? Do I just write a letter?

It looks to me like that link is under the “Current Students” section. You could call their admissions office to be certain, but I would only expect that you (as an applying freshmen?) would only need to complete the following items:
Freshman and Transfer
U.S. Citizens and Permanent Residents

Free Application for Federal Student Aid (FAFSA)
College Scholarship Service (CSS) PROFILE
2012 Cornell Fall Transfer Aid Application for US Citizens and Permanent Residents
2013 Cornell Spring Transfer Aid Application for US Citizens and Permanent Residents
Financial Aid Application Certification
Noncustodial Parent PROFILE (if applicable)

Thanks for replying. I think that’s only for students who were already accepted and are enrolling. Here’s a checklist for prospective students applying for financial aid:

It says 2010 student tax returns and W2s (or the non-filing statement) are required along with the parents’ tax returns. So does anyone know where I can find a non-filing statement form?
