<p>I can answer your second question. I submitted all my stuff and I’m also a dependent student who didnt work in 2009 and they never asked for a nonfiling statement and says that all my forms are in, so in one word: no.</p>

<p>as a parent of a dependent student. I can assure you that you will need to send the non-filing statement before you will get your award letter.</p>
<p>Cornell is not always that great about asking for missing items until you call and inquire. If it is on the list, then you will need to send it.</p>
<p>As to emailing the taxes. I seem to remember being able to do that last year, but this year they have an upload page.</p>
