Cornell/Rice Chances?

I scored 30 on ACT and my GPA is 3.9. I know admission officers consider lot of factors besides academics. I have taken many AP classes, involved in sports and extracurriculars.

Cornell stat shows middle 50% at 30-33
30 - 36 77%
24 - 29 22%
18 - 23 1%

Rice middle 50% 30-34
30 - 36 82%
24 - 29 15%
18 - 23 3%

Does ACT 30 seem on the lower end or not that low end? I'm shooting for 31 or 32 in Oct ACT. PLease shed some light.

I don't know how to properly interpret when it says middle 50% 30-33 and then
30 - 36 77%
24 - 29 22%
18 - 23 1%

If your 30 is at the bottom of the middle 50%, you are just above the 25% mark. At Cornell, 23% have a lower score. At Rice, only 18% have a lower score.

So you need to move it higher. Aim for a 32+.

With a 30, you’ll need some other hook. Many of the kids with lower test scores have other things in their favor (e.g., recruited athletes, URM, etc).
