I am a junior in high school, just took the ACT in December and got a 28. Not too good, but mainly because of my horrible reading score of 22. However, on math, I got a 35. I intend to take it over, but, for argument sake, consider my current credentials. I want to be a premed major, so I would imagine the 22 on reading is not too harmful. My high school average before this year was a 89.73, but I currently have a 95.75 average in my junior year. I am also the leader of the Model UN club at my school, I created a reading and discussion club, and I occasionally write for a local newspaper as a sports reporter. Would this be enough to get into Brown?

I don’t do chances, but:

Brown does not have a pre-med major. One completes the pre-med courses with some other major. I know pre-meds who are neuro majors, and I know some who are English majors. With that said, Brown does not admit based on major. Many students change their minds at least once. A score in one area weaker than in the other areas wouldn’t be a huge problem when one’s demonstrated interest is elsewhere, but a 22 is extremely low - It seems to be roughly equivalent to a 515 on the SATs, which is in the range where most students are not accepted (even compared to Brown’s normal accept rate). It doesn’t immediately completely disqualify you, but it seems like it could be problematic.

Agreed. A 22 is basically saying I am not ready for college. Like I said, I intend to retake the test, and my practice tests suggest that I should be getting around a 27 on reading. But, yes, a 22 is probably too low.
