My counselor submitted the Final Report first, so he was unable to submit the letter of recommendation afterwards.
Is it okay for me to create another CommonApp account so that he can upload the letter of recommendation?
I am thinking of leaving my last name as my first name on the duplicate account, and vice versa. Surely, I will inform the colleges about all this, and also explain it in the Additional Info section.
I have contacted my colleges about my recommendation issue, but I have not received any replies. Sending this letter of recommendation by post/mail would be unaffordable to me since I do not live in the US.

Do NOT do that. It will create all kinds of problems. I don’t understand why your counselor can’t submit the recommendation. It should not matter whether the “Final Report” (what is that?) was submitted already. If he truly can’t upload the rec, then I’d have him email it to the admissions departments at the schools where you applied and reference your name and Common App ID number.

I have graduated from high school in 2017, so my counselor uploaded all my transcripts together with my high school diploma on the Final Report section. Because he completed the Final Report first, the recommendation section became locked.
He did propose the idea of sending it to colleges by email, but I am very unsure about it because I am afraid the credibility of the letter of recommendation will be lost.
He sent it by email to one college and provided an explanation of the situation, and they did not reply to him.
