Does anyone know how the CSU application counts the CGPA if you retake C grade classes? I spoke to a rep a couple months ago, and he said that they will count retaken C grades, but I forgot to ask if these grades would be used to replace the previous C grade or if they’re averaged out with the previous C grade. I was told by a former CSU transfer student, that they take the higher grade instead of the C grade, so I just wanted to try to get some kind of clarification. I don’t want to set myself up for a big upset if my retakes aren’t actually going to help me get into my dream CSU.
The Cal States will take your repeat grade into consideration for the Transfer CSU GPA (if the course is CSU transferable based on assist.org) but you need to report both grades.

Okay so I understand still having to report both grades. So are they taking both the previous C grade and the retake grade into factoring our CGPA or is it the better grade that they are going to use for the CGPA?
They will calculate the repeat grade into your CSU GPA. If the repeat grade is not better than the original grade, it will still be used instead of the original grade.
I just want to clarify that your current institution allowed you to repeat classes where you received a C? If so, the Cal States will abide by that schools policy and accept the repeat grade.
No, my current institution wouldn’t allow me to repeat the courses because I received a passing grade. I’m retaking courses that I received “C” grades in, at a different institution.
I would contact the CSU’s of interest and get clarification from them directly since most schools will not accept a repeat grade for a course that you received a C or higher.
agree with @Gumbymom that you should contact the CSU’s you want to apply to. CSU has a handbook at https://www2.calstate.edu/attend/student-services/Documents/admission-handbook-2018-19.pdf and it says
They don’t directly address what you have done. Since you passed the course the 1st time you took it, one interpretation would be that the repeat does not even count in your gpa since those units are not transferable (you can’t take the same course a bunch of times, pass it each time, and tranfer units for the same class multiple times).
But that is just a guess, I don’t work for CSU. You need to contact them to find out how they will handle this.
