CWRU vs. Wisconsin-Madison by May 1st

(Disclaimer this is for a friend because she does not have a CC account)
She has received 25k in merit from Case Western Reserve University, making it $40k per year. She only received nothing from Wisconsin making it $50k a year (OOS), but she is in the Honors program in CLS. However, the money does not matter. She is a bio/psych major and she is really interested in research opportunities. She really liked the student experiences at Wisconsin, but she thinks the education quality is going to be better at CWRU. She likes big school spirit, but it is not a prerequisite for her. The weather is similar in both so discredit that. She liked the campuses at both of them and could really imagine herself at either. Please offer her advice about CWRU or Wisconsin and what kind of opportunities each would offer. Thanks guys!!

What would she be able to do with the approx $40k saved if she goes to CWRU?

Is the aid from CWRU need-based or merit-based? If it is merit-based, what does whe need to do to keep her scholarship?

Case Western is known more as a sciences kind of place, so her interests would be well served there. We know some very happy students and alums from Case who had a great experience. UW academic strengths are across the board, and its graduate programs in both psych and bio are highly ranked (13/18 respectively) – which means high quality faculty and research. Case has proportionately fewer large lectures over 100 students than UW; Honors classes at UW can shrink and focus the academic experience as a UW student chooses though there are likely to be more, big classes early on. UW does have an undergraduate research program which students apply for, the UW kids we know who participated in that program had amazing experiences. https://urs.ls.wisc.edu/index . State Street, Camp Randall, the Terrace, all make for a pretty amazing undergrad, but these are both great opportunities.
