Have not taken SAT I or IIs yet, but plan to.

Young [Insert Political Party Here] Club - will be President next year. Debate with other political party club on various topics throughout the year

Youth and Government - Attend a conference in State Capital each year with what is essentially a mock state government
American Civil War History Club - Chance at leadership positions next year. Meet and discuss various topics regarding the Civil War including trivia and competitions regarding battle strategy
Broadcasted various games for my high school including Football and Basketball
150+ hours of community service
Went on a service trip through my school. Though I was placed (randomly) on the one in my city, we still live away from home for 5 days while serving the poor and needy
Will (probably) be going to Kenya this summer to help work with children in a hospital in the mountains

Planned major in college is Political Science/Government

I know I don’t have good or even decent shot at Dartmouth, but I was wondering if I should still throw an application their way in the fall. I would be a legacy student which is the only chance I have of getting in. With strong essays and personal statements do I have any shot or is it a lost cause?

I certainly think you have a shot. Your ECs are pretty strong, you’ve got a high ACT, and the only thing lacking is your GPA. Unless you are really stressed for time, there is always a chance that the adcom says yes.

34 ACT, 3 varsity sports & legacy status are positives. Plus, if you do not apply, you may always wonder “what if”.
