So USC requires three letters of rec, but so far I only have two, and one counselor letter. I asked two teachers to write the third letter, so I'd have a backup. I know one might not be able to write it because she's out of town, but the other agreed to write it by the deadline but she hasn't started, nor replied to any of my emails.
The problem is that the deadline (for SCA) is tomorrow! What do I do? Should I just send in my application and hope I can turn it in later?

If you aren’t able to get the letter by tomorrow, turn the application in by the deadline and keep trying to get your letter done. You could also email USC and let them know one letter will be arriving late.

As noted above, you need to get your application in on time . . . and get everything else submitted as soon thereafter as possible. The deadline is for YOUR portion of the application only. It’s generally expected that the other pieces might take longer to arrive.
