What sort of chances do I have at being accepted, considering I am an out-of-state (Iowa) resident?

you're stats are above the berkeley average and i think they make up for your out-of-state status so i would say that you're a match for UC Berk

Your stats are fantastic, but EECS and out of state work against you pretty hard. It could go either way. I wouldn't depend on an acceptance, but it is realistic and very possible.

14somethingish is average for an EECS major matriculant, so not thaat spectacular, but he does have the stats, although being an out of stater is harder.

Slicmlic2001, I've also applied to Stanford EA (deferred), Georgia Tech, and Purude. I've been accepted to Georgia Tech and Purude (my safeties), but I'm anxiously awaiting replies from the two California schools. I chose these universities based on the strength of their computer and electrical engineering departments. Either Berkeley or Stanford would be great, but I am aware of the difficulty that an out-of-state-resident is faced with. Thanks for the input, though.

P.S. Does anyone have any admission statistics for Berkeley EECS other than admission rates? I have been having a tough time finding any information.
