You can very well pass this off as a post-rejection complaint, and I completely understand.

However, for future reference, do you think a late recommendation had a significant effect on my chances?

I found out it was late on the 15th, waited til the 22nd to call and found out it wasn't just a clerical error. I met with my teacher the next day and he sent it on the 24th. This, of course, was interrupted by Thanksgiving, and, with the office as busy as I'm sure it was, the letter didn't get filed until the 3rd of December. If I remember correctly, the committee met on the 1st, which would make my app all but useless if my regional rep hadn't read it.

Am I just crazy? or bitter? or does this make sense?

My friend applied late and got in (he was very surprised to actually get the big envelope - he was almost positive that he would just be included as an applicant in the RD pool). I don't know the exact details of his story, or even if your situation is similar to his, but that's the gist of it.

If your file was incomplete, even after repeated requests to get the missing document in, then I'd assume you'd just be deferred or maybe told that b/c the file was incomplete, you weren't evaluated. The fact that you rec'd an actual decision indicates you were fully evaluated. Most likely, if I'm frank, the rec was not a dealmaker or dealbreaker. Best of luck to you.
