I've seen a few kids who were accepted, but to LSP, and now kids who were more qualified than them were rejected flat out. Is this something NYU does or is it just that they think the LSP kids are actually more qualified than the ones I thought were actually stronger?

I think it’s just a mysterious process, like college admissions in general. NYU probably saw something in certain students and let them into LSP, or felt something was missing from applicants who may have seemed more qualified on paper.

Exactly, paperbackhead, There are subjective elements we are not privy to on this forum, as expressed in essays, short answers, recommendation letters, etc. And what NYU considers to be a good fit for their schools.
