what title says, is it common for people to use resumes to list all their extra curriculars? or do people just list their most significant ones in the spaces provided

I would think that resumes are good for listing a bunch of awards/honors/positions/descriptions related to the activities you listed in the common app because people should really not have much more than seven principal activities. This is because the commonapp doesn't give unlimited space for the honors/awards/letters/etc box.

Yeah, I'm going to have to include a resume simply because I can hardly list any of my "honors/awards/letters/etc." in the space they provide.

For me, though, I might not actually fill up all the spaces, simply because I only have 6 extracurriculars that I've devoted a heck of a lot of time to.

You definately should put your most important activities on the Common App form itself as that is the most likely to get looked at, plus it indicates what activities are your favorites. That being said, when I did my appications, I included a 2 page document detailing everything I had done. It was organized as a simple list under these headings: Awards, Athletics, Activities (non-Athletic), Hobbies/Interests, Travel, Volunteer, Work Experience

It's definitely a good idea to attach a separate resume (more of an activity sheet since you're not applying for a job), but do list your most important activities in the common application.
