Websites say that the high school transcript has more weight if your applying to transfer during your freshman year, but from what I hear they don't really care about your HS Transcript too much, is that true?

When you apply for a soph transfer, you will have only completed 1 semester of college work, that is why schools weight your HS record (gpa & rigor of coursework) and test scores more heavily.

What it my school goes by the quarter system so by march I’ll have 2 terms of grades? Does that mean HS Transcript means less?

Sure, if your transcript is received before the school evaluates your application, it could shift the weighting somewhat. Can’t say how much effect that would have on the final decision, but it couldn’t hurt.
