how? what will hurt, help?

If you send them, yes. If they are good, it will marginally help. If they are bad, they shouldn't hurt you usually.

for some reason i thought they were put on your transcript....so i have to manually pay and send them if i want to? what if i don't....will the colleges not take into consideration how many aps i've taken..?

Some high schools have them on their transcript, other don't, either way you can just self-report your scores at your own discretion, colleges don't expect you to pay extraordinary costs for such a minor aspect of your application, and when you know what college you're going to (and you are taking at least one AP test your senior year) you can use your free send to that specific school to verify/get college credit/move up from introductory courses.
