Do colleges look at AP tests?

Will low AP scores affect my chances of getting into colleges like UC Berkeley? My scores are: AP Chem (3), AP Euro (4), AP Stats (5), and AP World (5). Will the 3 lower my chances of getting in? There is also a negative trend in my scores, because I got both 5's freshman year and the 3 and 4 my sophomore year. Is that bad?
Also, this year I plan to take AP US and Calc BC and can get a 5 in both. If I take AP Lang I'll probably get a 3. Would it just be better not to take the AP Lang test so I don't get another 3?

You’re not obliged to list your AP scores. Colleges generally don’t expect or request official AP score reports. So post your 5 scores and skip the 3s. I doubt though that it would matter if you list the 3s, nor that the scores would have any impact on admissions. Nor whether or not you take the AP Lang test and score a 3 or 4 or 5.

Your grades on the AP/honors classes do however matter, as does the general rigor of your coursework.

Be aware that Berkeley will give you credit units for those tests, but subject credit is limited.

5 on statistics = statistics requirement for psychology major (maybe other social studies majors, but not economics or business)
3 on chemistry = Chemistry 1A for engineering majors (not chemical engineering)
4 on any history = one lower division breadth for engineering majors (maximum of two breadths for engineering can be satisfied with AP credit) (not accepted for the history major)
5 on calculus BC = Math 1A and 1B, except that business and biology majors require you to take a more advanced course if you skip
3 on English language = entry level writing requirement (placement exam to place out of remedial English not needed)

a 3 is not a bad score, but don’t send it if you don’t want to.
And YES, duh they do look at them
