Waiver of College Application Fee question?

So I received four of these a few weeks back, sent by collegeboard, and I was wondering if I sent them in now and get rejected by the college since the student declaration section warns:

... and that I am requesting that my college application fee be waived. I understand that this is simply a request and that colleges are not obligated to waive application fees.

Would that mean my whole college app is void if they reply too late since there's only 1 week left (for the universities I'm applying for)? Or could I still pay even after the deadline because they already have my application, but I just got delayed due to my waiver being rejected?

This is all so confusing for me.

It rarely happens that a college “rejects” a waiver request (unless they find out you are a millionaire). They are still interested in your application, if you are interested in them. They will in all likelihood send you a bill for the app. fee, and “will not consider your application complete” until you pay the fee.

A few schools do not accept app. fee waivers (Howard) or do not accept fee waivers from out of state applicants. Somebody has to be paid to read all those applications–somehow.
