I am not a minority, unless you count being Jewish, and my stats are good, not great (2070 SATs, 31 ACT, very involved in many extracurrics; theatre, human rights initiative, student council, etc). My Mom will not tell me what our income is, but I have always got the perception that we were okay. I mean, she is not opposed to buying me a dress if we see one that we love, of course if that dress is $50 then I consider it a really nice treat. That being said, my Dad gets paid every other Wednesday and many times my Mom will say Sunday or Monday that we can't really buy anything until Thursday.
Am I wasting my time and getting hopes up applying?

The minority part is not so much an issue (I actually got a Quest for Excellence award where you have to be Jewish to qualify). That being said none of us can answer without knowing your income. Tell your mom the truth, you will be applying to college soon and need to know your financials so that you can make an informed decision in regards to where to apply to college.

You must meet the income requirements-period. That being said, many of the schools are artsy type schools-Vassar for example has a fantastic theater department. IF you are below the income, you should absolutely apply-especially if your E.C.'s show a commitment to certain issues, and/or pursuits.

in addition to income level being important - dont bother if income is GT 60k it looks like from the following profile, but the next weghtiest factor seems to be 1st time college in the family at 72 pct for a finalist and 76 pct for a match recipient. ethnicity doesnt seem to be that important.
