do I need TOEFL?

I checked DUKE website .....
Obviously, they need it. but I don't think they will consider Feb. TOEFL.
I'm also not sure if I am considered as international student because I am permanent resident.
And is there anyway to waive TOEFL? I saw other colleges offer some kind of limit like "CR score above 670"

I know that most people will not be able to answer this question,
but just asking.. in case any of ccers know this. :0(

and FYI, FEB TOEFL is the next TOEFL i can take.

if ur a permanent resident aka green card holder u dont need a TOEFL ur basically treated like a Citizen except for the obvious such as voting and a few other things otherwise in regards to college legally ur treated the same.

Agreed, I didn't have to take the TOEFL when I applied as a permanent resident
