Obviously, they need it. but I don't think they will consider Feb. TOEFL.
I'm also not sure if I am considered as international student because I am permanent resident.
And is there anyway to waive TOEFL? I saw other colleges offer some kind of limit like "CR score above 670"</p>

<p>if ur a permanent resident aka green card holder u dont need a TOEFL ur basically treated like a Citizen except for the obvious such as voting and a few other things otherwise in regards to college legally ur treated the same.</p>
<p>im currently in india in final year of my engineering and im a permanent resident of usa which i got last year. i wish to apply for masters in usa for fall 2014. will i have to give toefl? all my studies is in india (english medium)</p>
