Every so often I will come across a thread or post (on multiple websites) where a person will start talking about all of the amazing aid or OOS tuition waivers a school granted them, but when I look at the school’s website it is often mathematically impossible to get that type of money with the listed scholarships even if granted every single one of them. Or what will happen is they will get decent aid but a OOS waiver that I cannot ever seem to find listed on the respective institution’s site. So am I just looking in the wrong places or do schools ever make special deals with certain OOS students?
Some of those oos tuition waiver may be by tuition exchange programs. That is quite often and easily accessible if you are from certain area.
Which schools have you seen this for, or which schools are you interested in? If you list them, maybe someone can comment on how those students received a tuition waiver or how you might get one for a school you are thinking about (grades, neighboring state, special program).
@twoinanddone I’ve seen this for University of Washington ( the tuition waiver), university of Oregon, and a few others I cannot remember at the moment, I’ll try to look for them.
It’s true you can get a tuition waiver if you are employed at the UW, or if you work for the state of Wa.
However, you register for classes after everyone else.

It isn’t really common at the popular flagships as they usually don’t lack for full OOS payers, like UW especially although it doesn’t mean they may not give one when they want. Basically they can give whatever they want but they usually do have policies and specific scholarships that are listed. Some may or may not give need based aid in addition to scholarships and of course the student’s Pell and Direct Loan entitlements will be granted. But some may participate in preferential packaging, sure.
For OOS waivers, I would check the sections of the website on residency.Like this from UMN.
