I heard from someone that since one application can be used for all of the UC's ( if completed online.), that occasionally, a UC may "refer" your application to another UC even if you never applied to the other UC. Is this still policy or is it more of a discretionary thing?

dunno about the one application...but last year when I was rejected from UCI..they sent my app to UCR...and I never even applied there..

I would assume it would be up to the discretion of the person reviewing your application.

if they do do that, maybe it wouldnt be so bad. that is, depending on your major and if the UC they forwarded your app to has a better dept. for that major

I know they do this for freshman admissions, but I dont know about transfer. Usually they just forward your application if they think another school might really want you. Example: the valedictorian of my class got accepted to Cal but they also forwarded her app to Riverside. She went to William and Mary though...

that's why my friend got admitted to ucb but got rejected by ucla from last year?they made some agreement inside?

Because the University of California system is supposed to accept ALL qualified students. Perhaps there isn't enough space in one of the more competitive campuses, but eventually, one UC HAS to accept you, so they'll forward your app to a less competitive UC.
