It seems that everyone takes one of the SAT Math subject tests no matter what. Do colleges place very high importance on the SAT II math tests? Even if the applicant is an intent humanities/art major? Will the admission officers look down upon you if you dont take SAT II Math?

Vast majority of colleges do not require SAT II's. As to those that do, many require math if you are applying to a science, math or engineering program, and some others either require or "recommend" math for all applicants. In other words having math (particularly IIC) assures you can apply to any college that requires SAT II's. For colleges that require SAT II's and neither require nor recommend math, not having math will make no difference.
