No, they do not round up. Unfortunately, if you do not have the 3.0, you do not get the scholarship
It depends on how they are calculating it. My son didn’t have a 3.0 by his school’s scale, but was offered the merit money that required a 3.0 when he was accepted at a school. Another school didn’t give him the merit for a 3.0, saying he had a 2.4 when they calculated.
Math majors might say no, statistics majors might say yes.

No. But a college may recalculate GPA its own way which may result in a higher or lower GPA.
