Since UT uses rolling admissions, would it increase one's chances of getting in if they applied earlier? Would it decrease one's chances of getting in if they applied very close to the deadline?

Last year a few got notified early. The valedictorians thru top 1 or 2% of in-state students found out quick. Mostly, there was a uniform notification date for each school. I’ve slept since then, but I am thinking my son found out about CNS in February?

Last year, we saw no need to apply before the deadline to UT. A&M is true rolling admissions. You will find out in a few weeks of applying if you are in or not. So, you don’t want to wait until the last minute to apply. If UT is rolling, get your app in as soon as your essays are perfected!!

Is rolling admissions like a first come first serve kinda thing?

I’m almost positive they start excepting the ones who are in the top 9% then well after the deadline start to notify those who are outside the automatic acceptance range.

Several people from my Texas public high school have already been accepted and they’re all in the top 9%

They were accepted in to general admissions, not their major.
