I was wondering if how late I enroll has an impact on my rooming situation? For example if I enroll very late/just before May 1, are there lower chances of me getting the rooming situation I want as compared to if I enroll sooner? Is it first come first serve?

Ah, still struggling with the decision I see. 
No, housing at Tulane gets assigned in July, after everyone has had a chance to go to June Orientation sessions, in case they find a roommate they like for one reason. Get the application in on time, but no worries about the other.
