Does everyone get State University Grant (SUG)?

I attend San Francisco State University (SFSU) and I was wondering if there are requirements to get that grant. From what I read in on the site, it says

Gift aid for undergraduate, credential and classified graduate California residents, paying resident tuition and Registration fees.
Enrollment requirement: full award = 7 units or more, half award = 6 units for undergraduates, 4 - 6 units for graduates.
Students with a fee subsidy/waiver are ineligible for this grant.

Will we get the grant regardless of if we have Financial Aid or not? Or is there an income limit.

I was just wondering because my dad's income increased by a lot because we are refinancing the house (?). Although his income increased he is still getting the same amount of pay each year (~25k) and paying back the increased value to my uncle (who owns the store). If that makes sense.

I am currently getting SUG 2013-2014 school year. But next year, I'm not sure if I am able to get FA because of my dad's increased income, so I was just wondering if I would still get the SUG with maybe a 80k with 5 people in the family. I pay for tuition and personal expenses myself, so no matter what my parents make, they only support me for my living expenses like living at home and food/necessities.

I just want to know because if I don't end up getting the grant, I need to make sure I save and prepare for an extra $6000 for 2014-2015 school year.

It’s need-based financial aid.

I see that in order to get SUG, we need an EFC of $800 or less. I looked at my FAFSA and my EFC says 04418, which I believe that is $4418.

My pell grant I am receiving this year is $1195.

Why was I still eligible to get a SUG then? Unless I am interpreting it wrong.

Thanks
