UIUC Sophomore transfer chances

Hello, I'm going to be an incoming freshman at a private school this fall
However, I've always wanted to go to UIUC but was rejected last year.
So, I'm thinking of trying again this year.
My High School Stat:
GPA:3.53(unweighted/weighted; school only has one GPA; top 60 best high school in U.S.)
ACT: 27w/ writing score of 10
volunteer: 80hours
Soccer - 3 years in high school
In Highschool, I applied to LAS Undecided, but as I've already said, I was plain rejected.
My final question is that if I get a GPA of 3.8~4.0 in my first semester of college
what are my chances of getting into UofI as a sophomore transfer?
(I will be applying as an econ major at LAS, and will have met all the required courses to transfer with about 30+ credits)
Thank you so much!
P.S. current school that I will be attending is ranked under top 100.

They accept transfers after first and after second year. For those applying to sophomore year they consider college GPA and high school record and test score and give preference to those who would have been admitted to the program if they had applied for freshman year. You were rejected so chances are not high even with a good college GPA. Transfering into junior year, they rely on college grades and do not use high school record or test score or whether you would have originally been admitted as a freshman. Nevertheless, even at the junior level, the usual transfer acceptance rate is only about 40%.

A high school transcript is required no matter what level transfer you are.
