Does it make sense to calculate GPA this way?

Our school only uses a percentage system for grades. On our transcript it will list a grade like 95.76. For some scholarships, you must give your GPA on a 4.0 scale. My friend asked our GC about it, and she said to just divide the listed GPA by 25, and there it is. I was completely shocked she said this. I had always used the A=4.0, B=3.0... scale.

It doesn't really make sense either. When a scholarship asks for your GPA on a 4.0 scale, doesn't it mean "unweighted"? If I divided my GPA by 25, it would be >4.0 since we have some weighted (+5) courses.

What the GC said isn't stated anywhere, and the only official GPA is the weighted percentage system.

It should be unweighted. Most schools use cutoffs of something like 90 or 93% for an A, and so on for other grades.
