I guess it's kind of a BIT (sarcasm) late to ask, but I'll ask anyway since decisions aren't out yet.

So during the summer I got a phone call from Harvard Minority Recruitment (at the time I was away doing community service in Mexico) and the person who called told my dad that they wanted me to apply and to call back if they could help me with my app at all and blah blah..

Anyway - does that in any way mean I could have a higher chance of getting accepted or do they just want to meet their "quota" and have lots of URMs apply?

as a URM, you have a higher chance of being accepted. The phone calls are an attempt to increase URM applications.

That's what I thought. Receiving a phone call or not doesn't mean anything basically. Just simply the fact that I'm a URM.

It's too bad that you didn't return their call and even spend time asking them for help, thus increasing their awareness of you and your application. Then when H visited your town, you should have made a point to introduce yourself to the admissions counselor presenting and engage in a conversation regarding your calls with the other counselor (dropping a name), expanding on a question further. This way they can put a face to a name/application. It does help. Sound a bit strategic, well it is. My son interviewed with each college that he was offered an interview with and met with the admissions rep when they were in town, then he followed up with a question or a thankyou. He had several admissions reps pushing his application through because they liked him (he's also very qualified). We were fairly sure of acceptance at several schools due to this (and we were correct).
