Im currently a freshman majoring in civil engineering, but I am also (possibly even more) interested in regional development. Since the two are fairly related, would it be hard to double major in these?

They are fairly related in that they they are generally considered to be part of the same industry. They are vertically linked when looking at the grand schemes of things, but in terms of material, there is little to no overlap.

Like ken said the classes will not overlap. You will most likely be in school for a lot longer than just doing civil. I would recommend civil then if you are still interested go on and get a masters in urban planning or something.
