EA and SAT Subject Tests--will they wait for December test scores?

Okay, I'm not sure if I have this wrong but with SAT Subject tests do EA schools not require them because of the little amount of time to take them? Or do they expect them later?
In my school APs aren't given until junior and senior year and SAT II's aren't heavily stressed. I would like to go into international relations and I know that an SAT II for a language would be great but the one I have taken longest is Italian and it's only offered in December. Should I inform the schools I'm applying to that I'll be taking the SAT subject tests in December as a result?
I tried the Spanish with only 3 years (in classes that are dumbed down so students can pass the NY state exams called the Regents) and I got a 99 on the Regents (they are making it more difficult to get 100's on the tests now) but only a 630 on the SAT II. I'm stronger in Italian and don't want to be forced to show the Spanish only because they offer Italian at an inconvenient time. If I'm strong in the classes given at my school and it shows through other testing, will they forgive my score?

Also (sorry for length!) at Georgetown are you allowed to surpass the SAT subject test requirement with a good ACT score?
