No.
No I don’t believe those options are restricted to US citizens.
For the most part no, but there are exceptions.

So is this limited to MIT?
Therefore the answer is it depends. Check each school’s web site. Most schools don’t limit to US citizens, etc.
MIT is very upfront about having a hard quota for international students, which is only ~100/class, so they want to evaluate all intl applications together. As Erin’s Dad says, there may be a couple of other exceptions, so check with the school to be sure.
