Early action, or no?

Hey,
I'm a senior in high school, and last year my gpa came out to be a 3.53, my SAT score total was a 1630. Reading: 550, Math: 560, Writing: 520, however I've only taken the SATs once. I took AP Language and composition and got a 3 on it last year. I'm not sure if I should wait and see if I can score better on the sats, maybe raise my gpa before applying, or if I should just apply as soon as possible.

Also, if I'm not accepted on early action, can I reapply during regular decision?

i would apply for early action, because doing so automatically considers you for scholarship money. you can retake the sats if you want, because i’m sure there’s plenty of time until the early action deadline is over.
