<p>We have a confusing situation going on. S2 is on Army ROTC scholarship. He also has a merit scholarship from his university which he uses for room and board (last year that was on campus and this year it's off campus). This semester, the outside scholarship hit S2's account before they billed the Army, and he didn't owe the university for room & board since he lives off campus, so they credited it towards his tuition and fees and didn't bill the Army for the full tuition & fees amount. That means the money that is supposed to come to S2 to pay for room & board is suddenly gone. Not only that, but his account was then short (I'm still confused about that) and we had to pay $5K for him to be able to register for his fall classes. </p>
<p>The financial aid office is saying that they are "still checking" on how to submit an amended invoice to the Army. The FA guy tells S2 that in checking on it, he discovered that the merit scholarship had mistakenly not been reported to the Army for the past 2 years and that there's a place on the invoice or something where they are supposed to report that. He says he's concerned that if he files the amended invoice and puts that on there that the Army may come back to S2 and say he owes them the money he received from his university for the past 2 years. It's $32K so far, so this isn't peanuts we're talking about.</p>
<p>I don't think the outside scholarship should have any affect at all on his ROTC scholarship, but of course I'm concerned about that. Does anyone know about the affect of outside merit scholarships on an ROTC scholarship?</p>
