So, I applied to some university (Wayne State, for those of you wondering) via the Common App. On the Common App, this is everything on there that is stated about my language.

Birthplace United States of America (17 Years US, 0 Years Non-US)
However, the university emailed me to their application portal. Everything was sent but it states that I need to submit an English proficiency test. Do I really need to? I was born and raised here even though I did learn Albanian as my first language (from my family members).
I could care less for this university but I am worried that if I apply early action for a top tier college I am not going to receive my decision due to not having an English proficiency test.
If you applied as a US citizen and attended an English speaking HS where all instruction was in English, the Wayne State folks are probably just confused…in which case I would email them those details (or call) and you should be fine.
Then why did you apply? Even for your highly likely/safety school(s) you should have the mindset that you would be happy to attend.
Yeah sorry, It’s a great school. It is definitely one of my top choices (and my brother went there) but I care less right now because it’s rolling so even if I had to take the test I would have time. For EA schools, however, I don’t have enough time as they are due November 1. Thanks for clarifying this for me!
But for the OP, I think it is simply that the reader misconstrued something from the application. Although to be fair, the applicant really should have listed both Albanian and English as first languages unless s/he was raised in an Albanian bubble with no TV/videos until attending school. If so, s/he would be well-served to make the change for any applications not yet submitted. An applicant born and raised in the US has no need to take TOEFL for any college that I am aware of.
I got a 22 on reading and a 24 on English but I don’t think my ACT score should impact my English proficiency. Also, in the common app it says that I have lived 0 years in non-US so I don’t understand how they accidentally required me to take TOEFL.
It’s been 3 days and still no reply when I emailed them, might have to call them
Also, do you think I should update my common app and change the language?
If yes, should I make them both my first language or just English?

Yes, I think you should update you application before sending to further schools. If you cannot remember a time when you did not speak English and Albanian, then it is perfectly fine to list them both as first languages; I listed 3 languages on my apps as first languages and had no issue.
