Explanation of UC BLUE AND GOLD PROGRAM please

So I plan to attend UC irvine in the fall and my gift aid is roughly 20000 and it says I will need to pay around 9000. But it says I qualify for the Blue and Gold program. But from their website, I am not so sure I understand the limitations of this. Is this a loan or is it simply aid? My family makes way less than the cut off amount <$30000. So I just want to know If there are any options for paying for school besides loans. (Yes I have applied for scholarships)
Any and all help is great thank you :)

It basically makes sure that u don’t have to pay tuition (“system wide fees”) it’s a grant/scholarship combo

blue and gold is money you will NOT have to repay. the income ceiling is $70,000 i think (meaning if your household’s annual income is 70 thousand or less, you qualify).

as for other non-loan options, i suggest u read the ‘financial aid’ section of this website, and investigate the pell grant. it’s federal money which also does not have to be repaid.
