FA for int'ls, high acceptance rate

Hello. I'm an international student, I plan to major in math, but I'm in great need of financial aid. I have a couple of questions about NYU:

1)How does financial aid for int'ls work at NYU? On the website I found only that:

"NYU offers limited financial support in the form of institutional grants/scholarships to international freshmen admitted to our New York campus. Grants/scholarships are based on a combination of financial need and academic merit."

This, unfortunately, says nothing about NYU/s ability/willingness to meet full need. And what's more worrying, I looked in the first thread here and found:

"NYU DOES NOT meet full need."

I don't really understand. Does it mean that NYU can't guarantee to meet full need(like Cornell, say), or it doesn't ever meet full need(like does Berkeley for int'ls)?

Another thing: Here's the info College Board offers about NYU international financial aid:

International students eligible for need based aid
Number of enrolled international undergraduates received aid: 0
Total amount awarded: $0

That sounds weird, doesn't it? So really, can int'ls receive aid or they can't?

2)NYU has a very high ranking in both QS math rankings(#8) and in US News applied math rankings(#1). On collegeapps, I found that NYU's admission rate is 35%, which is quite strange, considering that schools ranked as high as NYU may have acceptance rates below 10%. Is this data real?

Which country are you from?

Some schools have a policy of meeting full need. NYU does not have this policy whether you are international or not. However, despite their “full need not met” policy, in some cases NYU might meet a student’s full need. They will do that for students that they really want.

However, as an international student there is a good chance that you will get no financial aid at all. The chances of an international student having full need met is small. The exception would be an international student whose application they find extremely desirable.

OK, thanks. I’m not sure whether NYU would find my app “extremely desirable”. I won’t post here my full academic profile, but my SAT scores are (significantly) higher than those of 75% of NYU students(data from collegeapps). I also have some good EC’s(though mostly math related), and promises to get great recommendations. So I have a question: In case they admit me, but decide not to meet my full aid, can they direct me to Abu Dhabi/Shanghai, or I have to apply for each of these universities?

@mathsoul: If that helps, I’m not from a country which adds much to demographic diversity.
