So I'm applying to several schools in the New England area as a transfer, some of which have deadlines of February 15. I plan on sending those apps via next-day-air on Monday (11th), but this blizzard concerns me a bit... who knows how long the roads and/or US Postal Service will be inoperable in that area.

Are deadlines typically "postmarked-by" dates or "received by" dates? If the latter, is it the kind of thing colleges strict about regardless of circumstance? If I send it on the 11th and the USPS holds it for a week, am I SOL?
