Federal Byrd Scholarship - California Payments?

<p>I'm a CA resident and a recipient of the Federal Byrd Honors Scholarship, but haven't received my payment yet. Anyone else in the same boat?</p>

<p>I know their website says payments will be delayed until they pass the budget, but they just did, so I'm wondering when the cash is coming...also, 2009-2010 payments are still being withheld, so how are they going to fund this year and future years?</p>

<p>I'm just worried that I won't get any scholarship money...it's 6k over 4 years, so it makes up a substantial part of my FA.</p>

<p>Why is this an issue in CA? Is the state holding onto the funds from the federal govt? </p>

<p>DS received his 2010-2011 check months ago. We are in VA.</p>

<p>D is a California Byrd recipient and a college junior. It usually arrives at her college sometime in November. They have experience with California, so they post it to her account as an expected payment and wait for it to come.</p>
