So my counselor doesn't know much about the college board or NACAC fee waiver, so I asked her to attach an official letter explaining my circumstances and requesting fee waiver with the secondary school report. Here's what she replied:

"I will write a statement to those schools. It will not be a formal letter. All I know is that you receive free lunch so the family income is limited."

You can give it a shot. I really don’t know if it will work. My family is in the same situation. My daughter receives reduced-price lunches and the counselor said she would submit a waiver request on that basis. I’m sure she submitted the waiver requests. But when the time came for my daughter to submit applications last weekend, neither of us felt comfortable with the unknowns in the situation, especially after I dug around on the Internet and found lots of references to the fee waiver being entirely at the college’s discretion, even with the College Board or NACAC waiver. So we ended up paying. I just didn’t want worry about the fees to be dragging us down at this point. Let us know what you decide to do.
