Math: 720
CR: 730

Planning on going into computer engineering, and applying to top tiers.
However, I do have an 800 SAT II Math 2, and a 5 on AP Calc BC.
Should I increase that 1450?

if writing was 800 and you also had an 800 math II, it should be fine in my opinion
could you list the specific schools and maybe we could give you more specific advice, cuz some schools may be different

UC Berkeley, MIT, CMU, Stanford, Cornell are what I would like to attend.

(btw, I know that no particular score is guaranteed admit to any of these. I am just asking- all else being the same- would retaking be worth it?)

In my opinion, you have no need to retake a 2200 because when it comes down to it, it won't be a deciding factor. Obviously, a 2400 just looks good and takes major luck/skills to achieve. But all i am saying is, schools are not going to hold a 2200 + against you at all. They are going to focus on your other parts of your app.

2200+ is great focus on other things!
