Filipino Freshman applying to UPenn -- should I apply as a freshman or a transfer?

Hi:D I’m currently a HS senior from the Philippines, and I missed the deadline for the application period for this school year. I was planning to apply for next school year, but I am confused if I am considered as a transfer already, or am I still a freshman, because, according to this link, I’m still a freshman. I want to start my Common App already, but I can’t since I don’t know If I’m considered a freshman or transfer, help!

Let’s get the facts straight first:

You’re a senior graduating March 2011.

You’ll be going to a Philippine uni June 2011 because you missed the application deadline for Penn.

You want to enroll in Penn Fall 2012? Is this correct?

Okay, did you go to an 11-year school? Like a school with seven grades and four years of high school (or 6 grades and 5 high school years)? If so, apply as transfer. Especially because you will <em>have</em> university examinations to present to the selection committee.

If you went to a school with a standard 10-year system, apply as a freshman.

I think that some colleges don’t want to enroll Filipino students directly from high school because 10 years of combined primary and secondary education isn’t enough.

Are you planning on applying to other US colleges other than Penn?

I actually had 6 yrs grade school and 4 yrs high school. I’m thinking of maybe not applying to Penn anymore, or abroad for that matter for my undergraduate degree because I really need financial aid to get in, but I heard that they don’t really give aid to international students. Thank you for your help:).
