When do people typically fill out FAFSA for kids already in college? We were in a big hurry last year for admission and wanting to know what FAFSA would say our efc was. Not nearly so concerned now, but how long should we wait? Just time it for when our finances look best for needing aid?

Federal work study, you might want to file on the early side. These awards are given by each school, and there is limited funding per school.
Since you will be using 2021 tax year information, I would think that your assets would be the things you want at the lowest possible number as they are reported as of the day of filing.

It shouldn’t be an issue. The school will have a priority deadline for returning students on its financial aid website. Just be sure to submit by that deadline (typically after 2nd semester begins, so you should be fine to hold off).
