Notre Dame meets the full demonstrated need of admitted students and also offers merit aid. A student was accepted this year with no aid and was also accepted to Providence College and Fordham with close to $20,000 per year aid at each school. Would the competing offers be helpful in appealing the aid decision, hopefully for consideration for merit-based aid?

The formulas for computing need based aid vary wildly from school to school ND gives mostly need based aid.

Otherwise, on which basis should the Notre Dame Financial Aid Office review your FA package? Solely based on the fact that the student has been admitted somewhere else?

ND is significantly more selective than Fordham and even more so than Providence. So if you want ND to match merit at those two school you are out of luck.
Basically what is meritorious at Fordham or Providence is average at ND.
It appears that you are saying that this family had their calculated need met, yet they are looking for merit so they can save money.
All applying students are automatically considered for merit based aid as part of the application process. It will not be up for re-consideration due to Fordham or Providence offering differently structured FA packages to the student.
