Hello I’m a junior in high school and I will be applying to colleges next year. I am currently and have been a California resident all of my life. If it came down to it and I would have to apply to out of state schools, what scholarships or financial aid packages would be available? I’m considered low income and some out of state colleges of interest include ASU, U of A, and UNLV.

Why would you “have to apply to OOS schools? If you are truly low income, you would qualify for the Calgrant at CA public universities.
No way to tell you about scholarships to OOS schools without knowing your SAT or ACT score, and your GPA.
In terms of need based aid, none of the OOS public universities you have listed meet full need. So…you would be guaranteed a $5500 Direct Loan.
How “low” income? You might also be eligible for some Pell Grant money.
But without the details…it’s very hard to give you reasonable advice.
Take a look at the WUE program and schools however as pointed out by @thumper1 as a California resident, low income you would be eligible for the Cal Grants which for the CSU’s would cover tuition and for the UC’s will tuition and some or all of your room/board/books if you include the federal aid you are eligible also.
Some offer merit aid for high stats, but it’s hard to get it to a price range that would be affordable for low income student.
Flights and health insurance would also be figured in to costs.

What is your likely major and career goal?
What are your stats? When will you be taking the ACT/SAT ? What is your GPA
How much can your family contribute each year?
Run the Net Price Calculators on these colleges’ websites. You’ll likely see that you’ll be gapped and, after any aid/merit, there would still be a lot that your family would be expected to pay.
You have Cal Grants in Calif for UCs and CSUs… take advantage of that.
