financial aid terms and conditions CSU question

I was going to mail the terms and conditions but I do not understand this part
:
''You understand that once financial aid funds are available for payment (typically ten days before classes start), financial aid will be credited to your student account to pay for your mandatory fees and any other outstanding obligations related to your educational expenses at CSU Fullerton for the award year. Your signature below authorizes CSU Fullerton to automatically apply funds from your financial aid the amounts necessary to pay for enrollment fees, other fees, and other educationally-related financial obligations owed to the University. If you are a Cal Grant B Access recipient you may rescind this authorization with written notification to the CSUF Office of Financial Aid. If your financial aid disbursement does not cover the balance due, you are responsible for payment to the University.''

more specificaly ''If you are a Cal Grant B Access recipient you may rescind this authorization with written notification to the CSUF Office of Financial Aid.''
what does this mean?
-I was awarded Cal grant B-

It used to be that the access portion was given directly to the student. This appears to have changed this current year.

The access is the “living allowance” amount. The $1551 B has each year over A. You are being given the option to rescind the current authorization you are giving to use all funds available to pay any outstanding balance on your account to remove that authorization just for the access portion.

In other words: if you were to rescind authorization for just access, it would be refunded to you directly after FA is dispersed. Any outstanding balance (even if the access would cover it) must be paid. I preferred it being used directly since all the refund did for me was replace the hole in my savings I used to pay balances so that I had it available the next quarter to pay those balances.

oh ok, I understand now
but if there is any money left from the $1551
will that be given to me?

You would receive a refund check/deposit if your FA exceeds your billed costs, yes. It doesn’t have to be considered directly from the access amount to be given (and remember it will be split up by semester/quarter so it would be less than $1551 that’s released to your account each billing cycle). There just has to be a positive balance of available aid once the billed amount to your account has been satisfied.

I do not have personal experience with the CSUs, but I would be surprised if they did not have direct deposit available same as the UCs. If you are eligible for a refund, direct deposit is significantly faster.
