I've recently been accepted to William&Mary and Tufts Engineering as a transfer student and I have some problems with my financial certification. I don't think I'll be able to provide my school (whatever it will be) with a financial certification (I didn't apply for financial aid) before July 20, because I simply don't have the money right now. The ones from W&M pressured me to send it,because, of course it's required for the I-2 issuing, needed at the visa interview. Does anyone else have this problem? School starts on August 17 at W&M and August 31 at Tufts.
Theoretically, it is possible to send the certification around July 20, but can the university rescind my application if I send it too late?
I really need some advice on this problem.

Well, you won't be issued an I-20 without financial certification. If you can somehow convince the college to issue the I-20, you almost certainly won't get the visa. So, yeah, talk to your universities and find out the latest by which you can provide them with your financial forms. Best of luck.
