Follow through a guaranteed transfer to Cornell? Or apply elsewhere as well?

Current School: University of Delaware Honors
HS GPA: 103.63 weighted (after pulling off a 109.7 senior year)
Class Rank: 10 out of 210
SAT: 2160 (800 CR, 640 M, 720 W)
AP's: 5 US History, 5 Psychology, 5 Literature, 1 Chemistry (not a single person in my class passed)
Big EC's: Captain of Cross Country, President for 9th grade, Nationals for small business presentation for Business Professionals of America, Track 10-12

Applying to: Cornell (GT), Georgetown, Brown, Columbia, Upenn,
Maybe: Duke, UChicago

Plan's:I went to UD instead of Boston College to save money for a year, plus my class rank was 11% at application time (we didn't re-rank), also the GT to Cornell opened up the option of attending a really great school, though I'm not sure if I should limit myself during transfers just because of that so I'm looking to apply elsewhere as well I believe. I was given a guaranteed transfer to the ILR school at Cornell as long as I get a 3.3 this year but I think I may still apply to other places as well.

Any other suggestions for transfer schools for a Political Science major?

What are my chances at these other schools, assuming I make good grades of course? I know college grades are crucial but I am very confident, and will be working extremely hard for grades. I know I don't have any easy schools, but I'm considering Cornell my safety since I only need a 3.3 and if I don't get that, well, I doubt I'll get into anywhere else worthwhile.

So are these good schools to apply to? Do I look to stand a good chance right now? Thanks in advance!

Thanks for the list (: and yeah I’m excited to be at UD for the year but I would like to go to grad school so I think a more prestigious school would best satisfy my needs.

The guaranteed transfer with Cornell is basically you apply as a Freshmen and get a “deferred admission” in the fall of 2013, in my case to the School of Industrial and Labor Relations. It’s guaranteed as long as you get nothing below a B and above a 3.3 GPA. It’s a great option, and while I wouldn’t be doing Political Science at CU, I really like the program and the school. I just want to explore other avenues as well.
